SpyLoaded News / Osun 2025 Budget: Knowing the reasons behind the numbers - Sarafa Ibrahim« Last post by Miss Ifeoluwa on November 14, 2024, 10:18:20 AM »Osun 2025 Budget: Knowing the reasons behind the numbers - Sarafa Ibrahim On Wednesday, Governor Ademola Adeleke presented the 2025 budget estimates to the Osun State House of Assembly. The fiscal bill themed 'Budget of Sustainable Growth and Transformation' is totalled N390 billion, out of which N245 billion is earmarked for recurrent expenditure while N144 billion will service capital expenditure. Of the N245 billion proposed for recurrent expenditure, N102 billion will fund salaries and allowances, as well as Pensions and Gratuities, while the balance of N145 billion is set aside. Here is where I think many are confused, and have expectedly, raised concerns. N145 billion is a whole lot of money and not clearly stating the purpose for which it was set aside can truly be concerning. The very reason why government, especially in a democracy is required to present a budget for legislature scrutiny and approval, is to give citizens an idea of how their fund will be expended. And, looking at the interest that the 2025 budget presented by Governor Adeleke has attracted among Osun people, it is clear that the people are paying more attention to finances. That is a good thing. Now, to the N145bn estimate, which seems to be the basis of concerns. Nothing is happening to that provision and I will try as much as possible to show this. I'm sure many will recall that in July this year, President Bola Tinubu announced the agreement of a new minimum wage and forwarded a bill to the National Assembly to pass it to law. By the new law, the minimum wage in the country is N70,000 and no longer N30,000 it was before. Although, many states have adopted between N70,000 and N85,000 as minimum wage in their respective states, but utilisation will mostly be next year. In Osun, in particular, announcement of a new minimum wage is imminent as the committee tasked to firm up template is almost done. The significant change that comes with the new minimum wage, which could be as high as 113%, is one of the expenses that the N145bn set aside would fund. Let us, for a moment, assume that Osun settled for the N70,000 in the law as minimum wage, that will mean at least, N40,000 addition to the existing wage bill per workers, and spreading this to the size of Osun civil servant population will turn out huge. An increase in minimum wage will also reflect bonuses and allowances that will go to civil servants in the 2025 fiscal year. Take, for instance, leave bonus which every workers are entitled to in a year. If a worker on the old minimum wage of N30,000 receive N15,000 as leave bonus, he or she will get nothing less than N35,000 as leave bonus with a new minimum wage, representing at least N20,000 increase and this will also be taken care of by the N145bn recurrent spending estimate set aside. Another spending that will benefit from the N145bn is the adjustment in the take-home of pensioners. Just like workers, the implementation of a new minimum wage will reflect on pensioners benefit and this was contemplated for in the proposal for next year's funding. Away from this, is the scheduled recruitment of teachers in public schools. Although, the process for the recruitment has been concluded, the decision on minimum wage appear to have stalled the issuance of employment letters to successful candidates. Notwithstanding this development, the government factored their salary and allowances in the 2025 budget, which will be drawn from the N145bn recurrent expenditure set aside. Even more, is the engagement of the Imole Corp, a youth volunteering scheme, which will most likely take off next year. The scheme will engage tens of thousand youths in series of community works, which spread across education, health and transportation sector. Benefits of volunteers among other needs are factored in the N145bn recurrent expenditure set aside in the 2025 budget presented by Governor Adeleke. And lastly, the provision for debt servicing is factored in the N145bn recurrent expenditure set aside. Last year, debt servicing was estimated to gulp N27 billion, and with the prevailing exchange rate and the attendant implication on foreign debt repayment, it could go as high as N30 billion in the 2025 fiscal year. This will be funded from the N145 billion recurrent expenditure set aside. Half salary payment for active workers and pensioners owed by the previous APC administration will also be funded from the N145bn. In all, we must understand that budget proposal is basically an expectation, not that the money is on ground to spend. The N145bn, as well as the entire budget vote of N390bn, is an estimate of what the government believes could handle the highlighted expenses so that things could run seamlessly. This is quite straightforward and does not give a basis for the usual political pandering that some have obviously shown on the issue. Since assuming office, Governor Adeleke has been transparent in handling public fund, ensuring judicious use of accruals for the good of the people as manifest in the remarkable strides recorded in the last 23 months. The recent report that over 684,000 Nigerians die from non communicable diseases, NCDs, annually, is a source of concern. Non communicable diseases are diseases that are not contagious. Most Nigerians have been battling with communicable or infectious diseases like cholera, Human Immuno Virus, HIV, tuberculosis among others. Such diseases have, however, attracted public attention as they are always in the news. But, not many pay attention to the non communicable diseases. However, the staggering number of casualties of non communicable diseases was brought to the front burner by the Lead Strategist of Gatefield, Adewunmi Emoruwa, in Abuja recently at a two-day health summit organised by Gatefield. Speaking at the summit entitled, “Beyond65: Preventing the Quiet Epidemic,” Emoruwa decried the devastating negative impacts of non communicable diseases, which he said claims over 684,000 lives annually in Nigeria. He said: “NCDs are responsible for over 684,000 deaths annually in Nigeria. This is equivalent to wiping out an entire population of Luxembourg every single year. This preventable crisis can no longer be ignored.” He revealed that the NCD-related deaths in Nigeria have increased from 24 percent in 2010 to 29 percent at present. Gatefield, also launched a new health strategy to tackle the growing crisis of NCDs in Nigeria, where life expectancy averages just 52 years. Listing what he described as the driving factors for the NCDs’ quiet epidemic, Emoruwa attributed the crisis to the dangerous rise of unhealthy diets such as foods and beverages containing added-sugars, excessive salt consumption, alcohol and tobacco use, and environmental pollution. He said Nigerians consume 4.9 servings of sugary drinks per week, nearly double the global average. Salt intake is dangerously high at 5.8 grammes per day, above the World Health Organisation, WHO, recommended level. Nigeria has a high prevalence of heavy episodic drinking at 27.3 percent, and without intervention, smoking rates in Africa are projected to rise by 30 percent by 2030 “Around 48 million Nigerians are not physically active enough, increasing the risk of obesity, diabetes, and heart disease,” he said. He said that there was a need to tackle tobacco use, sedentary lifestyle and ensure behaviour change among others. He said: “NCDs, like cancer and heart diseases, are not death sentences if caught early. But too often, people don’t recognise the signs, don’t get tested, and seek help only when it’s too late. “The government must invest in messaging. The government shouldn’t wait for the WHO; they shouldn’t wait for the UN. The government needs to bring the money out.” In her contribution, the Gatefield’s Board Co-chair, Sa’adatu Hamu-Aliyu, said the average Nigerian does not live past the age of 52 and the average African does not live past the age of 64. She said: “Compare this to Europe, Japan, and Canada, where life expectancy exceeds 80 years. This means that an average person in the developed world is likely to live at least 20 years longer than their fellow humans in low and middle income populations.” She said Gatefield’s health strategy outlines five key interventions aimed at reducing preventable deaths and improving life expectancy. “They are fixing our national diet, taking down tobacco, and supporting mental health among others.” She added that Gatefield’s strategy would push for policies that encourage routine screenings, public health education, and stronger enforcement of regulations on ultra-processed foods, sugar sweetened beverages, and harmful substances like tobacco and alcohol. On solutions to addressing the issue, the former Executive Vice-Chairman/Chief Executive Officer, CEO, of the Federal Competition and Consumer Protection Commission, Babatunde Irukera, called for a robust government’s policy. “A robust policy and structure will be a combination of hard and soft infrastructure in the forms of both physical structures such as facilities and equipment, and soft ones such as sufficiently trained human capital who recognise their roles and obligations as caregivers and institutions to ensure accountability,” he said. Throwing more light on the subject of discussion, Dr. Uche Okenyi of Nova’s Place Hospital, Festac, Lagos, further described non communicable diseases as chronic non transmittable diseases which can manifest as a result of genetics, environmental factors, lifestyles, among others. He gave examples to include but not limited to hypertension, asthma, cancer, sickle cell diseases, stroke, among others. “These types of diseases contrast with diseases which can be transmitted from person to person, for example cholera, tuberculosis, HIV, among others,” he added. He offered insight into how the 684, 000 annual death figure can be reduced. He believes that if the number of annual deaths from non communicable diseases in Nigeria must be reduced drastically, both the government and individuals have roles to play. He told DAILY POST: “To reduce the increase of these kinds of diseases, the government needs to aggressively enlighten people on the factors that can predispose to the development of these conditions. “The government also needs to create the enabling environment that will enable individuals and families to thrive and be empowered in order to eat and live right. “For the individuals, lifestyle changes are paramount, including avoiding alcohol, smoking, physical inactivity and overindulgence. It is also important that people marry right in the case of sickle cell.” He noted that the cost implications are very heavy on the government, adding that it puts a big strain on the government’s budgets on health. He said: “For the health sector, the burden and cost of care for non communicable diseases is prohibitive, from diagnosis to initial stabilization, then follow up and maintenance. “Tests reagents, diagnostic equipment, drugs and possible surgical interventions for cases like brain clot from severe hypertension or regular blood transfusion for people with sickle cell diseases are expensive. These can overstretch the budgets for the health sector leading to paucity of funds to run regular services. This affects the remuneration of health workers, leading to incessant strikes by healthcare workers, and ultimately worsening the situation.” Professor Anthony Ugwu of the Radiography Department, Nnamdi Azikiwe University, Awka, Anambra State, also described non communicable diseases as those diseases that cannot be transmitted from one person to another. He also cited diabetes, hypertension and arthritis among others as examples of such diseases. He equally spoke on what the role of the Government and individuals should be in ensuring that the trend is halted. “The figure can be reduced when individuals live a good lifestyle, including abstaining from excessive intake of alcohol, smoking, as well as engaging in regular exercises; that is on the side of the individuals. “However, the government can also address the situation by organising regular health talks and programmes to enlighten people on health protective behaviours,” he told DAILY POST. On the implications of the scourge to the nation’s health sector, he noted that apart from losing quite a number of productive Nigerians that could have contributed to the economic growth of the country through their human resources, there would also be an increase in poverty level of the populace. He said: “The implication is that there will be increased poverty because of increased healthcare cost and low productivity due to ill health.” Dailypost 33

No fewer than 971 Nigerians were abducted across the country in October 2024, DAILY POST learnt. The revelation is coming amid the emergence of a new terror group, ‘Lakurawa’ in the northwestern part of the country. The data is contained in the ‘October 2024 Nigeria Security Report’ by Beacon Security and Intelligence Limited, BSIL, a security risk management and intelligence consulting company, and made available to DAILY POST on Tuesday. The report said there’s a deterioration of security metrics of incidents, abductions and fatalities in the country, warning that the rising numbers suggested that 2024 was likely to be the worst year in security performance in about a decade. It explained that the month under review was marked mainly by developments associated with violent activities, including killings and kidnapping for ransom mainly by non-state armed groups (NSAGs), criminal gangs, cult groups, and armed ethnic militias, and social unrest in the form of protests and labour action triggered by the harsh socio-economic circumstances in the country and political activities. The security firm revealed that data collected indicated that the country recorded a 51% rise in fatalities and 24.42% increase in abductions. A breakdown of the report according to BEACON INTEL showed Nigeria recorded 861 security incidents, of which 64.92% (559) were attributed to security threats, 24.79% (215) consisted of security forces operations, and 4.99% (43) were attributed to safety incidents from October 1-31, 2024. In the month under review, the country also recorded 1545 fatalities, with 67.70% attributed to civilian deaths, 25.89% to criminals/non-state armed groups (NSAGs), and 6.40% attributed to security forces and 971 individuals abducted. In terms of distribution across the country, the North East and North West regions were the most affected by security incidents, which account for 52.03% of the total incidents, respectively, whereas the South East reported the fewest incidents at 7.78%. “The number of individuals abducted increased from 807 in September 2024 to 971 in October 2024, marking a 20.32% increase and a shift from the 11.03% decline recorded in September 2024. “The North West was the hardest hit, with 83.83% of all abductions occurring in this region, while the South West region experienced the least number of abductions with 0.21%. “Of the total number of abducted individuals, Northern Nigeria accounted for 954 (98.25%), while Southern Nigeria accounted for 17 (1.75%),” the report added. The breakdown also showed that the number of individuals killed increased from 1,022 in September 2024 to 1,545 in October 2024, indicating an increase of 51.17%. It explained that the variations for the North West (37.93%) and North Central (28.16%) regions had the highest numbers cumulatively, accounting for 66.09% of total fatalities. The South-South had the lowest fatality rates, at 3.56%. Of the total number of fatalities, Northern Nigeria accounted for (1,283) 83.04%, while Southern Nigeria accounted for (262) 16.96%. Speaking to DAILY POST in an interview, the CEO, Beacon Security and Intelligence Limited, Dr Kabir Adamu explained that the country has a weak and ineffective security management system. Adamu said this explained why the country hasn’t been able to address the root causes and manifestation of insecurities in the country. The security expert warned that the security situation in the country had really deteriorated, stressing it might result in more fatalities in Nigeria, if the trajectory continues. “We just published our October report. What it says is that the situation has really deteriorated, and we are a bit alarmed with the rate of deterioration. “If it continues at this rate, perhaps what we are likely to get is more fatality in Nigeria in the last 10 months, if this trajectory that we are seeing continues. “There are three reasons driving insecurity. The socio-economic factor, the cost of living crisis that we are experiencing and other socioe-conomic issues. “Then the political issue, for instance, the off-cycle election, and the outcome of the 2023 election. “For the fact that some people felt aggrieved they didn’t get the justice they deserved and now kind of sabotaging the government as it were. “The last one is the environmental factor; the climate change issue that is causing both internal and external factors in the movement of transhuman, herders, and geopolitics in the Sahel region. Such are responsible for the rise in insecurity. “Of course, for the fact we don’t have a security management system in place to address these factors, both the drivers and the triggers, as well as the root causes are also other factors. “We have a very weak and ineffective security management system that has not been able to address the root causes and manifestation of insecurities in the country. “Our criminal justice system is ineffective that people feel that when they complain or take their case, especially to the law enforcement, they are not heard. A significant number of those people will rather pick guns to get their pound of flesh. “It’s a failure of our security strategy. We have at least three laws in the country that are meant to prevent terrorism. Number one is the National Counter-Terrorism Strategy (NACTEST) that was passed in 2016. Policy Framework and National Action Plan for Preventing and Countering Violent Extremism (P/CVE) launched in 2017. “Another one is Terrorism Preventing and Prohibition Act (2022) – NCTC, which was amended in 2022. If you read them, there are at least five elements: to forestall, to secure, to identify, to prevent, and then to implement. “First we would have to address current challenges in terrorism that we have. And more importantly, we would have prevented new one from emerging. “Under these five elements that I mentioned, they include securing our borders, they include forming a partnership with our neighbouring countries like Niger, Chad, Benin Republic, Cameroon. Because we did not implement it, most Nigerians are not even aware of the existence of these documents. “Government has failed in buying the minds of Nigerians to the extent that Nigerians would be supportive of these three documents. “And when you have a terrorism challenge, remember that in terrorism there are three elements. We have the government, audience (Nigerians) and the perpetrators. “Both the perpetrators and the government are speaking to the audience, where the government fails to get influence over the audience, then the perpetrators will get influence over the audience. “Because we haven’t communicated in a strategic manner the content of these three documents, to the extent that the market woman in the place where these Lakurawa emerged does not even know which number to call or whom to approach if she sees a member of Lakurawa. That’s the failure of governance.” 36

It also revealed that the nation’s economic situation has forced several Nigerians into self medication, resulting in organ failure and subsequently, death. ANPMP’s Chairman, Dr Odia Festus Ihongbe in an exclusive interview with DAILY POST, weekend, in Abuja, said that morgues were being filled up with dead bodies, while hospital beds were empty. According to him, “people come only when it becomes critical and they just want you to do magic. And some want to die in the hospital, maybe because of confusion in their families.” Dr Odia revealed that Nigerians now google their symptoms and buy “drugs from chemists until it gets to the terminal stage. “Sometimes, we keep them outside and issue death certificates because if you don’t do that, they will come in and dump the body in your hospital and say they are going to look for money for burial”. Odia further lamented that private hospitals cannot afford to pay the N70,000 minimum wage recently approved by the federal government, owing to poor revenue. He said, “How will the private sector pay the N70,000 minimum wage? Meanwhile the private sector employs 80 percent of doctors and nurses and other scientists, so we are more in number. “If you have like eight to ten cleaners in your hospital, that’s already about N800,000. Who will pay that money?” “We provide services to 80 percent of healthcare services in Nigeria yet the government does not show concern about developing the private sector. “They do more lip service than giving us required attention. Whatever affects health, affects the private sector more. “You have to provide accommodations for your workers, pay salaries like any other businesses.” He lamented that prices of essential drugs and hospital equipment have skyrocketed due to the forex crisis. “We buy drugs and other heavy equipment and the prices of all these things are galloping everyday. “For instance, the oxygen machine that we used to buy for N25,000 some years ago, went to about N100,000 and we raised the alarm. “Now the same machine is over N1.5 to N2 million. How do we survive it? These are even minor pieces of equipment. “Now, the interest rate in banks is something else and no bank wants to help us because it’s not a ‘sharp sharp’ business”, he lamented. He further stated that the only way the Nigerian medical system would work effectively was through the national health insurance, which according to him, collapsed 20 years ago. He said, “Where the Nigerian medical system would have worked is through national health insurance. This has been destroyed for over 20 years. “For over 20 years, they could only cover 4 percent of the Nigerian population. Recently they said the insurance has increased from N500 to N700, how can N700 treat a person for a whole month? “They know the truth, but they are acting like they are ignorant. Some months ago, we said we are not treating again, then they added N400. “You can see that there is no seriousness. Between now and December, we will stop treating them. They should go and look for how to treat their patients. The way Nigerians are dropping dead every day is alarming. If we have resolved as a country to reduce the population of Nigerians through negative health index, let us come out openly and say it. “Because Nigerians can no longer access healthcare. Paracetamol that used to be N250 is now N7000. I don’t know how they want Nigerians to survive. “Ordinary syringe of N250 is now more than N7000 per pack. We are all confused. People are just dying and mortuaries are filled up”. On the issue of minimum wage, Odia stated that “if health insurance is working and the government is paying when they are supposed to pay, the hospital will be able to settle these bills.” 38
